Zakheim served in various Department of Defense posts during the Reagan administration, including Deputy Undersecretary of Defense for Planning and Resources from 1985 to 1987. Prior to that, he was a principal analyst in the national security and international affairs division of the Congressional Budget Office.
During the 2000 presidential campaign, he served as a senior foreign-policy advisor to George W. Bush. He served as undersecretary of defense and comptroller for the Bush Administration, and was tasked to help track down the Pentagon's 2.3 trillian dollars worth of unaccounted transactions.
He taught as an adjunct professor at the National War College, Yeshiva University, Columbia University, Trinity College in Hartford, Connecticut, and was an Adjunct Scholar of the Heritage Foundation. He was a Senior Associate at the Center for Strategic and International Studies and has published over 200 articles and monographs on defense issues.
Zakheim has served on a number of government, corporate, non-profit and charitable boards and authored a number of books. He is a three-time receipient of the Department of Defense's highest civilian award, the Distinguished Public Service Medal, as well as other awards for government and community service.
